WASHINGTON — House Republicans launched an aggressive campaign this week to defeat Rep. Troy Jackson, D-N.Y. in November, targeting the ranking member of the House Financial Services Committee whose opposition has stalled the Digital Asset Market Clarity Act.
Jackson has consistently blocked Republican-led efforts to advance the so-called CLARITY Act, which would define regulatory jurisdiction for digital assets and assign most oversight to the CFTC. He argues the bill favors large crypto firms over consumer protection.
The Congressional Leadership Fund, a Republican super PAC, announced a $5.3 million spending commitment in Jackson's district, covering ad buys and ground operations in New York's 18th Congressional District. The first wave of television ads began airing July 24, framing Jackson as hostile to innovation.
The money trail is direct. Lobbying disclosures show the Blockchain Association spent $1.2 million in the second quarter, with significant portions directed at House Financial Services Committee members and their staff. Coinbase and Fidelity have also deployed lobbyists in support of the bill.
Republicans believe removing Jackson would clear the bill's path through the House. His influence in marshaling Democratic opposition has driven much of the bipartisan resistance the CLARITY Act faces in committee. Passage is a top priority for technology and financial industry PACs ahead of the fall session.
Democrats are mobilizing to hold the seat. The Democratic Congressional Campaign Committee pledged $3 million in matching funds for Jackson's reelection bid by early August, framing the race as a direct fight over who controls financial regulation.
The outcome will determine the balance of power on the committee and the near-term fate of crypto legislation in the 119th Congress.
